The connection between public libraries and democracy is analyzed from different points of view. The focus of this article covers several matters related to the democratic dimension of the public library. Therefore, aspects related to the political dimension of that institution are analyzed and studied in the context of democracy. A dimension that considers the need to form educated and informed citizens, that is, public libraries that work to support the generation of active citizens, a human conglomerate of men and women that is necessary in order to make democracy work as a way of state, government and life. Consequently, it highlights the meaning and concept of democracy, the political notion of citizen and citizenship, the topic of library and democracy in library science literature, the interrelationship of the educational-democratic prototype and the citizen-democratic ideal, the affinity between permanent learning and democracy, social change as civic-democratic ideal, democratic values in light of the Manifesto for the public library, multiculturalism as a factor inherent to democratic values, between democratization of the freedom to read and the economics of the free market, and the focus of a potentially political democratic citizenship The author concludes by defining the public library as a social institution at the service of democracy, a theoretical perception about which it would be possible to begin to build the notion of political library science.

Se analiza desde diferentes puntos de vista la conexión entre bibliotecas públicas y democracia. El enfoque de este artículo cubre varios temas en torno de la dimensión democrática respecto a la biblioteca pública. Por lo tanto, se analizan y estudian asuntos relacionados con la dimensión política de esa institución bibliotecaria en el contexto de la democracia. Dimensión que considera la necesidad de formar ciudadanos educados e informados, es decir, bibliotecas públicas que funcionen para apoyar la generación de una ciudadanía activa, conglomerado humano de hombres y mujeres necesario para hacer funcionar a la democracia como forma de Estado, de gobierno y de vida. Por consiguiente, destaca el significado y concepto de democracia, la noción política de ciudadano y ciudadanía, el tema bibliotecas y democracia en la literatura bibliotecológica, la interrelación del prototipo educativo-democrático y el ideal ciudadano-democrático, la afinidad entre el aprendizaje permanente y la democracia, el cambio social como ideal ciudadano-democrático, los valores democráticos a la luz del Manifiesto para la biblioteca pública, el multiculturalismo como factor inherente a los valores democráticos, entre la democratización de la libertad de leer y la economía de libre mercado, y el enfoque de la ciudadanía potencialmente político-democrática. El autor concluye definiendo a la biblioteca pública como la institución social al servicio de la democracia, percepción teórica sobre la que se po-dría comenzar a fincar el concepto de bibliotecología política.
