Abstract: The article aims to provide holistic right from the stage of border awards and lines drawn to the border area between the two countries in the historical transcend the border conflict between Colombia and Venezuela, addressing various aspects from the perspective of the fundamental rights of both men and human, going through the historical aspects that link the a priori brotherhoods and gaps in space and time. Here they are analyzed quantitatively and qualitatively different conflicting scenarios, ruptures and possible solutions to a framework that is based on criminal parameters, guerrillas, drug trafficking and smuggling and trafficking and economic and social dependence on the border. Making a tissue border conflict, a dialogue will be undertaken about the difficulties being experienced at borders because of nationalist and economic characters that dominate the area and structure major criminal complexities that violate the rights of all the people who inhabit the places that are discussed in this article. identities and institutionalize sovereign adverse social and complexities between subjective.
Translated abstract: El debate académico en Cuba ha aportado, reflexiones sobre cómo se ha abordado el tema de las políticas sociales y/o publicas en relación con las familias. En este sentido, se propone una reflexión en torno a esta temática. Se precisan aspectos relacionados con la familia así como el papel que le corresponde a los Estados en el desarrollo y bienestar de estas. Posteriormente, se abordan elementos relacionados con las políticas sociales y/o publicas desarrolladas por el Estado cubano así como los retos actuales que en relación a la familia están presentes en el proyecto social. Finalmente, se expresa aspectos relacionados con la importancia de lo local y comunitario en la toma de decisiones en el ámbito de sus competencias y recursos en beneficio de las familias.
